Over the past century, innovations in local government finance were introduced in response to a progression of changing expectations by citizens and their elected representatives. Bob Bland will walk us through those changes and how they shaped local finance—particularly the budget process. He will then use that progression of citizen expectations to offer an assessment of where our world in local government finance is likely headed.
